The cost of travel money

There is a great posting on the much loved US travel site budgettravel.com

In this article they show the array of costs Joe Public suffers when using his bank card or credit card abroad. They are right about the extraordinary high costs to use US cards overseas. But I'm not sure if their idea about 'hedging' and locking in a rate is always going to deliver upside for the customer.
